PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 2, OF THE CONSTITUTION OF THE STATE OF HAWAII.

Proposes a constitutional amendment to allow each gubernatorial nominee to appoint, following the primary election, a person from the same political party as a running mate for lieutenant governor in the general election.

PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 2, OF THE CONSTITUTION OF THE STATE OF HAWAII.

Proposes a constitutional amendment to require the gubernatorial nominee of each political party following the primary election to appoint a person from the same political party as a running mate for lieutenant governor in the general election.

PROPOSING AN AMENDMENT TO ARTICLE II, SECTION 1, OF THE HAWAII STATE CONSTITUTION TO CHANGE THE AGE QUALIFICATION FOR VOTING IN STATE OR LOCAL ELECTIONS.

Proposes a constitutional amendment to allow individuals who are seventeen years of age but will be eighteen years of age on or before the next state or local general election to vote at the state or local primary election immediately preceding the state or local general election by which the citizen will attain the age of eighteen.

RELATING TO PROPERTY DAMAGE.

Creates a separate offense for criminal property damage by graffiti.

RELATING TO OFFENSES AGAINST PROPERTY RIGHTS.

Creates the offense of criminal property damage to a public restroom if a person intentionally or knowingly damages a toilet, urinal, bathroom stall, mirror, or sink so as to render it unusable, or sets fire to a trash receptacle.  Defines public restroom.  Establishes penalties.

RELATING TO GOVERNMENT RECORDS.

Requires each unit of government of the State and its political subdivisions to exercise reasonable care in the maintenance of all government records under its control that are required to be made available for public inspection.
