RELATING TO NAMES. Allows parties to a marriage or civil union to choose any middle or last name to use upon the marriage or civil union.

RELATING TO RESTITUTION FOR VICTIMS OF CRIME. Clarifies that reimbursement to crime victims includes lost wages, mental health treatment, counseling, and therapy. Effective 1/1/2018.

RELATING TO COURT JURISDICTION. Provides that circuit and family courts shall have concurrent jurisdiction regarding the offense of endangering the welfare of a minor in the first degree, endangering the welfare of a minor in the second degree, and endangering the welfare of an incompetent person. Provides that district and family courts shall have concurrent jurisdiction regarding the offense of endangering the welfare of a minor in the second degree and endangering the welfare of an incompetent person.

RELATING TO ABUSE OF FAMILY OR HOUSEHOLD MEMBERS. Provides that blocking a family or household member's nose or mouth to intentionally or knowingly impede normal breathing or circulation is a class C felony.

RELATING TO CRIMES. Adds operating a vehicle in a reckless manner to the offense of negligent homicide in the second degree.

RELATING TO FORENSIC IDENTIFICATION. Requires DNA samples from a felony offender regardless of whether the offender completed a criminal sentence, or was otherwise discharged from the jurisdiction of the court, for the qualifying felony offense prior to July 1, 2017.

RELATING TO ELECTIONS. Requires candidates for president and vice president to provide a copy of each candidate's most recent income tax return, in order to be included on the state ballot.
