RELATING TO COLLECTIVE BARGAINING.

Establishes a collective bargaining unit for full-time graduate student assistants employed by the University of Hawaii.  Delays formation of the graduate student assistant collective bargaining unit until 7/1/2018.

RELATING TO THE UNIFORM EMPLOYEE AND STUDENT ONLINE PRIVACY PROTECTION ACT.

Adopts uniform laws on protecting the online accounts of employees and students from employers and educational institutions, respectively.

RELATING TO EDUCATION.

Adds as a purpose of the University of Hawaii community college system the provision of occupational training and certification programs designed to rapidly qualify persons to fill new and hard-to-fill position classes of the State, counties, and private sector that require technical skills.  Appropriates funds for the programs.

      Status & Testimony

RELATING TO EDUCATIONAL BENEFITS.

Requires the University of Hawaii at Manoa to provide its nonsupervisory blue collar employees in collective bargaining unit (1) and supervisory blue collar employees in collective bargaining unit (2), or one of their family members, with tuition waivers comparable to the tuition waivers provided to faculty and their family members.
