RELATING TO APPRAISAL MANAGEMENT COMPANIES. Establishes an appraisal management company registration program within the department of commerce and consumer affairs to conform to minimum standards established under federal law and regulations. Establishes registration requirements, standards, and penalties for violations. Appropriates funds to the department for costs associated with the registration program. Takes effect on 7/1/2050. RELATING TO CONDOMINIUMS. Clarifies that if a proxy is a standard proxy form authorized by an association, and the proxy is returned with no box checked or more than one box checked, the proxy shall be counted for quorum purposes only. (SD1)

RELATING TO ATTESTATION ENGAGEMENTS. Requires that peer reviews performed on public accounting firms are performed in accordance with the entirety of the Statements on Standards for Attestation Engagements adopted by the American Institute of Certified Public Accountants.

RELATING TO ENHANCED 911 SERVICES. Establishes a prepaid wireless E911 surcharge of 1.5 per cent of prepaid wireless service purchased at the point of sale. Allows sellers to deduct and retain 3 per cent of the surcharges collected to offset administrative expenses, but requires sellers to remit the balance of surcharges collected to the Enhanced 911 fund on a specified periodic basis. Effective on July 1, 2018. (SD2)

RELATING TO THE AUTHORITY TO ADJUST PROFESSIONAL AND VOCATIONAL LICENSING FEES. Updates section 92-28, Hawaii Revised Statutes, to include all of the Department of Commerce and Consumer Affairs' professional and vocational licensing chapters to allow for the flexibility of decreasing or increasing fees in a timely manner, subject to the approval of the Governor. Takes effect on June 1, 2050. (SD1)

RELATING TO CITATIONS FOR BEAUTY CULTURE VIOLATIONS. Authorizes the issuance of a citation for specific violations of beauty culture laws by licensees and permittees. Sets forth a process for licensees and permittees to contest the citation and provides for the assessment of fines for each violation. (SD2)

RELATING TO GOVERNMENTAL RETENTION OF ATTORNEYS. Revises the Division of Financial Institution's exemption from the general prohibition against departmental employment or retention of attorneys by removing the reference to mortgage loan recovery fund actions.

RELATING TO MORTGAGE SERVICERS. Updates requirements under chapter 454M, Hawaii Revised Statutes, relating to mortgage servicers, including: requiring the commissioner of financial institutions to approve a change in control of a licensee; identifying when an individual is presumed to control a mortgage servicer; clarifying which persons associated with a mortgage servicer are subject to interviews and examination and various disclosure requirements; and adding a definition for "executive officer". Takes effect 09/01/2017. (SD2)

RELATING TO MORTGAGE LOAN ORIGINATION. Updates the State's mortgage loan origination law to clarify: persons subject to criminal history disclosures and criminal history background checks on applications for licensure and change in control of the licensee; procedures for change in control of a licensee; persons who must disclose their relevant criminal history and criminal history background checks upon application for licensure and change of control of the licensee; criminal background check fee requirements; and conditions under which an employee performing mortgage loan origination activities for a nonprofit is exempt from registration and licensure as a mortgage loan originator. Takes effect 09/01/2017. (SD2)

RELATING TO TECHNOLOGY. Specifies that the State and counties cannot prohibit, regulate, or charge for the co-location of small wireless facilities or small wireless facilities networks beyond the provisions of this Act. Provides various state and county zoning rules and classifications regarding the co-location of small wireless facilities and small wireless facilities networks. Describes the application process and rates for co-location. Repeals those sections of Act 151, Session Laws of Hawaii 2011, that have been codified within the Hawaii Revised Statutes. Effective 7/1/2050. (SD2)

RELATING TO SECURITY GUARDS. Streamlines the application and renewal process for security guards by: allowing for self-attestation of the educational requirement; reducing the number of hours of instruction for initial licensure; reducing the frequency of the four-hour continuing education requirement to every other renewal period; and authorizing alternative formats of continuing education instruction. Effective 7/1/2050. (SD1)

RELATING TO CHARTER TOUR OPERATORS. Provides that charter tour operators may deposit sums subject to section 468L-23, HRS, in a trust account maintained in a federally insured financial institution serving as the depository bank for a public charter program subject to federal regulations. Permits charter tour operators to maintain client trust accounts in a federally insured financial institution located out of State, if certain conditions are met. Effective 7/1/2050. (SD1)
