RELATING TO OCEAN MANAGEMENT. Establishes the Papahanaumokuakea Marine National Monument Program within the Department of Land and Natural Resources Division of Aquatic Resources to coordinate and fulfill the State's co-management role with federal authorities. Establishes a goal of achieving effective management of 30 percent of nearshore waters by 2030 under the Coastal Zone Management Program. (HB121 HD3)
