RELATING TO THE UNIVERSITY OF HAWAII. Appropriates funds for a permanent full-time associate professor and permanent full-time associate specialist position within the University of Hawaii center on aging.

RELATING TO A SEX TRAFFICKING SPECIAL TREATMENT FACILITY. Allows the Department of Human Services to contract with a victim service provider to operate and manage a sex trafficking special treatment facility. Provides for tax, fee, and other exemptions. Appropriates funds.

RELATING TO CHILD ABUSE. Requires Department of Education schools and charter schools to post signs containing the Department of Human Services hotline for reporting child abuse and neglect.

RELATING TO PROGRAMS FOR HIGH RISK YOUTH. Appropriates funds to the Department of Human Services for the operational costs of an organization to provide therapeutic prevention and mental health programs for high risk youth.

RELATING TO AFTER-SCHOOL PROGRAMS. Establishes the R.E.A.C.H (resources for enrichment, athletics, culture, and health) program in the office of youth services to provide a standardized framework and funding for after-school programs in public middle and intermediate schools. Establishes that the R.E.A.C.H. program will be run by a program specialist to be appointed by the governor. Establishes a special fund to receive fees and other moneys to supplement the costs of administering and operating the R.E.A.C.H. program. Requires the office of youth services to report to the legislature.

RELATING TO CHILD SUPPORT. Requires certain amounts of child support moneys collected by the department of human services for public assistance of a child to pass through to the family receiving the public assistance. Requires the department of human services to disregard passed through child support payments when determining the needs of an applicant for or recipient of public assistance.

RELATING TO CHILD CARE FACILITIES. Requires DHS to publish reports of child care facility inspections and complaint investigations on DHS's website. Creates an oversight committee for implementation of and compliance with publication requirements. Requires annual reporting to the Legislature. Makes an appropriation.

RELATING TO CHILD CARE PROVIDERS. Requires all child care providers subject to regulation by the Department of Human Services to obtain and maintain liability insurance as a condition of licensure, temporary permission, or registration.

RELATING TO EDUCATION. Reestablishes eligibility for the preschool open doors program to 3- and 4-year-old children and for children in the year prior to entering kindergarten.

RELATING TO PRESCHOOL OPEN DOORS PROGRAM. Expands the qualifying age for the preschool open doors program to children four years old and younger.

RELATING TO HUMAN SERVICES. Strengthens the safe sleep policy for child care facilities for children less than one year of age, including requiring placement of children on their backs for sleeping and establishing notice and annual training requirements; requires such facilities to report death of such a child to DHS.
