RELATING TO INCOME WITHHOLDING FOR CHILD SUPPORT. Amends the income withholding requirements to impose a fine against any employer who (a) discharges from employment, refuses to employ, or takes disciplinary action against any noncustodial parent subject to income withholding or (b) fails to withhold support from income or pay the amounts to the Child Support Enforcement Agency.

RELATING TO HOMELESSNESS. Establishes a three-year Work-for-a-Day Pilot Program that provides homeless individuals with work opportunities and connects them with service providers. Appropriates funds.

RELATING TO AMERICAN SIGN LANGUAGE INTERPRETER REFERRAL AGENCIES. Regulates Interpreter Referral Agencies by requiring registration with the State of Hawaii. Includes sections about agency responsibilities, consumer rights, protections for those harmed by using an interpreter referral agency to obtain an interpreter.

RELATING TO LICENSING OF AMERICAN SIGN LANGUAGE INTERPRETERS. Requires an American Sign Language interpreter to be licensed to work in Hawaii. Appropriates funds to implement the American Sign Language English Interpreter Licensing Program.

RELATING TO PARKING FOR DISABLED PERSONS. Requires parking placards for disabled persons to bear the disabled person's photograph and prominently display its expiration date. Establishes a penalty for using a placard after the death of the person to whom the placard was issued.

RELATING TO PARKING FOR DISABLED PERSONS. Allows individuals who are blind or visually handicapped to apply for and obtain a removable windshield placard to use a parking space reserved for persons with disabilities.

RELATING TO DOMESTIC VIOLENCE. Specifies that citizen complaints against a police officer that involve allegations of domestic abuse against a family or household member on the part of the police officer shall not be required to be in writing or sworn to by the complainant.

RELATING TO DOMESTIC VIOLENCE. Requires any state or county agency to provide domestic abuse intervention training to their personnel whose job duties require or may require intervention in a domestic abuse situation.

RELATING TO DOMESTIC VIOLENCE. Removes redundant investigating and reporting requirements of the Department of Human Services and the family courts in cases where temporary restraining orders are sought for alleged domestic abuse involving a family or household member who is a minor or incapacitated person.

RELATING TO GRANDPARENTS. Allows the family court to award a grandparent, upon petition to the court, custody or visitation if it is in the best interest of the child and denial of such custody or visitation would cause significant harm to the child.

RELATING TO CHILD VISITATION. Deletes duplicative provision of awarding grandparents reasonable visitation rights. Adds as prerequisites to awarding visitation that the court also find that awarding custody to a grandparent is in the best interest of the child and that denial of reasonable grandparent visitation rights would cause actual or potential harm to the child. Clarifies procedures for an order awarding reasonable visitation rights to grandparents and that a violation of the terms and conditions of such an order is subject to sanctions or contempt of court.

RELATING TO YOUTH. Requires the Office of Youth Services to coordinate a two-year Safe Places for Youth Pilot Program in partnership with private organizations to coordinate a network that youth can access for safety and where youth can obtain advice, guidance, programs, and services. Establishes a Safe Places for Youth Pilot Program Coordinator position. Appropriates funds.

RELATING TO REPORTS OF CHILD ABUSE. Adds sex trafficking to the definition of child abuse and neglect, along with a definition of sex trafficking, thereby updating the requirements of mandated reporters of child abuse and neglect to also report minor sex trafficking to the Department of Human Services. Additionally, clarifies that the department may retain expunged reports of child abuse and neglect for risk and safety assessment and replaces references to unsubstantiated reports of child abuse or neglect with not confirmed reports of child abuse or neglect. Also, clarifies that child abuse reports may proceed through the administrative procedure act or the family court.

RELATING TO CHILD CARE. Provides that any person violating the child care provisions of chapter 346, Hawaii Revised Statutes, shall be guilty of a class C felony. Increases the applicable fines.

RELATING TO A SEX TRAFFICKING SPECIAL TREATMENT FACILITY. Allows the Department of Human Services to contract with a victim service provider to operate and manage a sex trafficking special treatment facility. Provides for tax, fee, and other exemptions. Appropriates funds.

RELATING TO CHILD CARE FACILITIES. Requires DHS to publish reports of child care facility inspections and complaint investigations on DHS's website. Creates an oversight committee for implementation of and compliance with publication requirements. Requires annual reporting to the Legislature. Makes an appropriation.
