MAKING AN APPROPRIATION FOR THE OFFICE OF THE LONG-TERM CARE OMBUDSMAN PROGRAM. Appropriates $150,000 to the office of the long-term care ombudsman to support the long-term care ombudsman on Oahu by establishing a program specialist position and provide funds for contracted services through the office of the long-term care ombudsman in the counties of Hawaii, Kauai, and Maui. Effective 7/1/2050. (SD2)

RELATING TO THE NURSING FACILITY SUSTAINABILITY PROGRAM. Continues the nursing facility sustainability program for two years. Appropriates funds out of the nursing facility sustainability program special fund for fiscal years 2017-2018 and 2018-2019. (SD1)

RELATING TO HOMELESSNESS. Requires the auditor to conduct a study to assess the impact of using medicaid funds to provide coverage for the treatment for homelessness. Requires the auditor to submit a report to the legislature. Makes an appropriation. Effective 7/1/2050. (SD2)

RELATING TO DOMESTIC VIOLENCE. Specifies that citizen complaints against a police officer that involve allegations of domestic violence against a family or household member on the part of the police officer shall not be required to be in writing or sworn to by the complainant. Takes effect on 1/7/2059. (SD2)

RELATING TO KUPUNA CARE. Requires the executive office on aging to establish the kupuna caregivers program to assist community members in obtaining care for elders while remaining in the workforce. Makes establishment of the kupuna care program mandatory rather than discretionary. Clarifies the kupuna service and support options provided by area agencies on aging within the kupuna care program. Appropriates funds for establishing and implementing the kupuna caregivers program. Effective 7/1/2050. (SD2)

MAKING AN APPROPRIATION TO RESTORE BASIC ADULT DENTAL BENEFITS TO MEDICAID ENROLLEES. Makes an appropriation to the department of human services to restore basic adult dental benefits to Medicaid enrollees. Requires the department of human services to obtain the maximum federal matching funds available for this expenditure. Effective 7/1/2050. (SD1)

RELATING TO CHILD VISITATION. Adds as prerequisites to awarding grandparents visitation that the court also find that awarding custody to a grandparent is in the best interest of the child and that denial of reasonable grandparent visitation rights would cause significant harm to the child. Clarifies procedures for an order awarding reasonable visitation rights to grandparents and that a violation of the terms and conditions of such an order is subject to sanctions or contempt of court. Takes effect on 1/7/2059. (SD1)
