RELATING TO THE HOUSING LOAN AND MORTGAGE PROGRAM.

Increases the Hula Mae Multifamily Revenue Bond authorization amount.  Requires annual reports to the Legislature.  (SD1)

RELATING TO THE DOWNPAYMENT LOAN ASSISTANCE PROGRAM.

Expands the Downpayment Loan Program to provide greater assistance for eligible borrowers to become first-time homebuyers.  Effective 7/1/2050.  (SD2)

Status

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Provides that certain areas within Hawaii Public Housing Authority housing projects are closed to the public and requirements for signage notifying trespassers of illegal entry.  Amends the offense of criminal trespass in the second degree to permit the prosecution of an unauthorized entry or a violation of a written prohibition to enter into certain housing projects.  Takes effect on 1/7/2059.  (SD2)

RELATING TO INFRASTRUCTURE DEVELOPMENT.

Directs the mayor of each county to designate an officer to oversee any public-private partnerships entered into by the county.  Authorizes counties to develop public-private partnerships to construct relief sewers for affordable housing development projects.  Effective 7/1/2050.  (SD2)

RELATING TO AFFORDABLE HOUSING.

Authorizes qualified nonprofit housing trusts to repurchase affordable units developed with government assistance when a government entity waives its first right of refusal to repurchase the unit.  Authorizes counties to waive a first right of refusal to repurchase a privately-developed affordable housing unit built pursuant to a unilateral agreement or similar instrument.  Takes effect on 7/1/2050.  (SD2)

RELATING TO AFFORDABLE HOUSING.

Directs HHFDC or any appropriate entity of the State to initiate negotiations to keep the units of the Front Street Apartments on the island of Maui affordable or to acquire the Front Street Apartments property.  Appropriates funds.  Effective 7/1/2050.  (SD2)
