RELATING TO HOUSING.

Allows the terms of collective bargaining agreements and associated provisions to be deemed the prevailing wages and terms serving as the basis of compliance with chapter 104, Hawaii Revised Statutes, for the construction of certain rental housing projects.  Expands the types of rental housing projects that can be exempt from general excise taxes.  Sunsets on an unspecified date.  Takes effect 1/7/2059.  (SD2)

RELATING TO SCHOOL IMPACT FEES.

Exempts housing developments reserved for persons or families with incomes up to 80% of the area median income located in a county having a population greater than 500,000 from school impact fee requirements.  Effective 7/1/2050.  (SD2)

RELATING TO THE HOUSING CHOICE VOUCHER PROGRAM.

Prohibits any county from disqualifying a legal nonconforming dwelling unit from the housing choice voucher program if the unit meets zoning and building code requirements and other program standards such as health and safety standards.  Effective 7/1/2050.  (SD1)

RELATING TO MORTGAGES.

Allows an extended or hanai family member to act as a co-mortgagor in assisting a qualified resident in securing a mortgage to purchase a dwelling unit from the Hawaii Housing Finance and Development Corporation.  Takes effect 7/1/2050.  (SD1)

Status

RELATING TO FIRE SPRINKLERS.

Repeals the June 30, 2017, sunset date of Act 83, Session Laws of Hawaii 2012, which prohibits counties from requiring installation or retrofitting of automatic fire sprinklers in (1) new or existing detached one- or two-family dwelling units used only for residential purposes; and (2) non-residential agricultural and aquacultural structures located outside an urban area.  Takes effect 5/22/2050.  (SD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·     Testifier's name with position/title and organization;

·     The Committee(s) to which the comments are directed;

·     The date and time of the hearing; and

·     Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
