Establishes a Dark Night Skies Protection Advisory Committee to assist the University of Hawaii in developing a statewide dark night skies protection strategy.  (HB427 HD2)

RELATING TO AGRICULTURAL FOOD PRODUCTION.

Appropriates funds for the University of Hawaii, West Oahu, to expand its existing programs and develop new means to increase food security and self-sufficiency in the State.  (HB1279 HD1)

RELATING TO CORAL.

Requires UH Environmental Center to conduct ongoing studies of the environmental impacts of sewage spills on affected coral reefs.  Requires UH Environmental Center to submit an annual report to the legislature prior to the convening of regular sessions.  Appropriates funds.  (HB1300 HD1)
