RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Provides that certain areas within Hawaii Public Housing Authority housing projects are closed to the public and amends criminal trespass in the second degree to permit the prosecution of an unauthorized entry or a violation of a written prohibition to enter into the subject housing projects. Clarifies requirements for signage notifying trespassers of illegal entry.

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY. Appropriates moneys for the HPHA to hire an additional security guard at Kalihi Valley homes.

RELATING TO HOUSING. Authorizes the issuance of general obligation funds for rental housing, mixed-use affordable rental housing, a multi-use juvenile services and shelter center, and public housing. Appropriates funds for public housing security improvements, renovation, and repairs.

RELATING TO SERVICES PERFORMED BY CIVIL SERVICE EMPLOYEES. Authorizes establishment of permanent civil service positions for the Hawaii Public Housing Authority to provide services historically and customarily performed by civil service employees in connection with creating housing opportunities for homeless individuals and others in need.

RELATING TO THE DOWNPAYMENT LOAN ASSISTANCE PROGRAM. Expands the Downpayment Loan Program to provide greater assistance to low and moderate income first-time homebuyers.
