RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT. Updates chapter 329, Hawaii Revised Statutes as follows: amends sections 329-16 and 329-38(f) to be consistent with federal law which allows prescribing authorization of drugs including buprenorphine and naloxone to patients undergoing detoxification treatment and maintenance treatment by practitioners who are properly registered. Requires that the collections of fines under section 329-49 be deposited into the State controlled substance registration revolving fund under section 329-59 to support the program.

RELATING TO HEALTH. Requires an opioid therapy informed consent process agreement to be executed between a patient and any prescriber of opioids within the State under certain conditions. Requires the administrator of the narcotics enforcement division to develop and make available a template of an opioid therapy informed consent process agreement for use in the State. Specifies the contents of the template. Limits initial prescriptions for opioids and benzodiazepines to a maximum of seven consecutive days.

RELATING TO ADMINISTERING, DISPENSING, OR PRESCRIBING NARCOTIC DRUGS FOR USE IN MAINTENANCE OR DETOXIFICATION TREATMENT TO A NARCOTIC DEPENDENT PERSON. Clarifies that treatment drugs such as suboxone may be used in the maintenance or detoxification of narcotic dependent persons.

RELATING TO THE HAWAII HEALTH SYSTEMS CORPORATION. Transfers the management and operation of the east Hawaii regional system of the HHSC to the county of Hawaii.

RELATING TO INSURANCE. Clarifies that acute care hospitals are covered under the clean claims statute, section 431:13-108, Hawaii Revised Statutes.

RELATING TO HEALTH SERVICES. Appropriates funds as a grant pursuant to chapter 42F, Hawaii Revised Statutes, for Hale Makua Health Services to allow Hale Makua Health Services to admit more wait-listed patients from Maui Memorial Medical Center.

RELATING TO THE REPEAL OF SECTION 325-15, HAWAII REVISED STATUTES. Repeals Section 325-15, Hawaii Revised Statutes, which requires United States citizens or nationals to submit a medical examination report to the Department of Health within sixty days of returning to the State under certain conditions.

RELATING TO LANDSCAPING. Requires DOH to create and maintain a list of plants that are preferred habitats for mosquito breeding. Prohibits use of plants that are preferred habitats for mosquito breeding from being used in plans, designs, and specifications for new or renovated landscaping of any building, complex of buildings, facility, complex of facilities, or park developed by the State or counties with public moneys. Requires all plants that provide a preferred habitat for mosquito breeding that are currently used in the landscaping of state-owned building, complex of buildings, facility, complex of facilities, or park to be removed within 5 years of enactment. Exempts botanical gardens.
