RELATING TO THE UNIVERSITY OF HAWAII. Repeals certain annual reports by the University of Hawaii to the legislature.

RELATING TO THE UNIVERSITY OF HAWAII ACCOUNTING AND FINANCIAL MANAGEMENT SYSTEM. Reinstates the authority of the University of Hawaii System to maintain a separate accounting and financial management system that is compatible with the State of Hawaii accounting and financial system.

RELATING TO PHYSICIAN WORKFORCE ASSESSMENT. Allows the John A. Burns School of Medicine to continue to receive a portion of the physician workforce assessment fee for ongoing physician workforce assessment and planning to support the recruitment and retention of physicians in the State, particularly those in rural and medically underserved areas.

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates moneys for the University of Hawaii to hire three psychologists and one case manager to provide student mental health services.

Appropriates moneys for the University of Hawaii Sea Grant College Program to develop a communication and outreach plan for emergency management and disaster preparedness, update the Homeowner's Handbook to Prepare for Natural Hazards, and conduct education and outreach throughout the State.

RELATING TO COLLEGIATE ATHLETICS INVESTIGATIONS. Establishes how a national organization that regulates collegiate level athletics shall investigate the UH, its athletics programs, or student-athletes. Prohibits private colleges and universities in the state from entering into or remaining in an agreement regarding investigations with a national organization that regulates collegiate level athletics that differs from the requirements for investigations of the UH.

RELATING TO POST-SECONDARY EDUCATION AUTHORIZATION. Creates a framework for authorizing post-secondary degree-granting educational institutions that have applied for accreditation by an accrediting agency recognized by the U.S. Department of Education.

RELATING TO POST-SECONDARY EDUCATION. Requires accredited and non-accredited post-secondary educational institutions that are for-profit entities to disclose in print and electronic media and signage that they are for-profit businesses registered in the State.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 10 copies (including an original) to Room 326 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6511 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
