      Status & Testimony

RELATING TO OPEN GOVERNMENT.

Allows the electronic mailing and posting of meeting notices; requires the posting of the meeting notice and minutes on the state or appropriate county websites; and increases public access to information before a public hearing by a board.  Effective January 1, 2018.

      Status & Testimony

RELATING TO OPEN GOVERNMENT.

Allows the electronic mailing of meeting notices; requires the posting of the notice on the State's or appropriate county's electronic calendar; and clarifies potential posting disputes.  Adds emergency meetings to the public meeting notice requirements.  Requires boards to make board packets available for public inspection and provide notice, upon request, of the availability of board packets.

RELATING TO BOARDS AND COMMISSIONS.

Requires department heads to inform the governor of any vacancy in any board or commission.  Requires the governor to maintain a listing of all boards and commissions.  Appropriation.

RELATING TO THE GENERAL EXCISE TAX COLLECTION DATE.

Amends the date of filing of monthly, quarterly, semiannual, and annual general excise tax returns from the 20th day of the respective applicable month to the last day of the month.  Applies to returns and payments due on or after 1/1/18.

SB 851

      Status & Testimony

RELATING TO TAX ADMINISTRATION.

Authorizes the Department of Taxation to require electronic filing of tax returns, subject to exceptions for reasonable cause as provided by administrative rules.  Reduces the threshold amount for electronic funds transfers of taxes.  Clarifies the thresholds are per tax type.

SB 100

      Status & Testimony

RELATING TO TAXATION.

Delays the reviews by the Auditor of tax exemptions, exclusions, credits, and deductions.  Provides the Auditor with access to DOTAX records for the reviews and authorizes the Auditor to include data from the records in its reports to the legislature that do not explicitly identify any specific taxpayer.  Adds the organic foods production income tax credit to the schedule of review.  Amends the review criterion regarding the legislative purpose of an exemption, exclusion, credit, or deduction to provide more discretion to the Auditor.  Appropriates funds to the Auditor for fiscal year 2018-2019.

SB 1170

      Status & Testimony

RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires any report of a study or an audit enacted with a legislative appropriation and conducted by an executive department or agency, including the Hawaii health systems corporation, and by the legislative reference bureau, auditor, judiciary, or Office of Hawaiian Affairs, to submit the report to the clerk of each house, senate president, speaker of the house, chairs of the appropriate subject matter committee of each house, and the legislative reference bureau library.  Requires a public hearing or informational briefing within one year of receipt of report, except if waived by the senate president or speaker of the house of representatives.  Excludes certain routine reports.
