Makes an appropriation to the Department of Budget and Finance for collective bargaining cost items related to the transition of affected Maui region hospital employees to employment with Maui Health System, a Kaiser Foundation Hospitals LLC.

RELATING TO EXEMPTIONS FROM REGISTRATION FEES. Repeals requirement that a disabled veteran be in receipt of disability retirement pay in order to be exempt from the payment of annual vehicle registration fees.

RELATING TO THE FESTIVAL OF PACIFIC ARTS. Creates and appropriates money to a temporary commission on the thirteenth festival of pacific arts to plan for the historic event to be held in Honolulu from June 11 to June 27, 2020. Effective 4/20/2041.

RELATING TO INFORMATION TECHNOLOGY. Requires the Chief Information Officer to identify the information technology projects of the executive branch, including DOE and UH, that shall be subject to independent verification and validation.

RELATING TO THE HIGH TECHNOLOGY DEVELOPMENT CORPORATION. Changes the name of the High Technology Development Corporation to the Hawaii Technology Development Corporation. Changes all references in Chapter 201M, Hawaii Revised Statutes, from "high technology" to "technology." Repeals the Hawaii Software Service Center established within the High Technology Development Corporation.

RELATING TO THE HAWAII COMMUNITY-BASED ECONOMIC DEVELOPMENT TECHNICAL AND FINANCIAL ASSISTANCE PROGRAM. Amends the definition of "community-based organization." Amends the qualifications for community-based economic development grants to include technical assistance to community-based organizations. Reduces the number of Community-based Economic Development Advisory Council members from twelve to ten.

RELATING TO THE SMALL BUSINESS REGULATORY FLEXIBILITY ACT. Appropriates funds to the Department of Business, Economic Development, and Tourism to provide additional resources to the Small Business Regulatory Review Board.

RELATING TO VESSELS AGROUND. Clarifies that the Department of Land and Natural Resources (Department) may assume immediate control of a vessel that is grounded on state submerged land, a shoreline, or a coral reef, or in imminent danger of breaking up, if the vessel cannot be removed by the owner within 24 hours from the time the vessel is grounded. Clarifies that the Department may assume immediate control of a vessel grounded on a sand beach, sand bar, or mudflat not in imminent danger of breaking up after the owner has been given 72 hours' notice to remove the vessel and has not done so.

RELATING TO RECORDATION TRANSACTION FEES. Expands the uses and application of the transaction fee for filings in the Bureau of Conveyances authorized under Act 120, Session Laws of Hawaii 2009. Clarifies that the transaction fee shall be repealed on the effective date of administrative rules adopted by the Department of Land and Natural Resources that include the establishment of a transaction fee or on July 1, 2022, whichever occurs first.

RELATING TO THE HAWAII ASSOCIATION OF CONSERVATION DISTRICTS. Makes an appropriation to the Department of Land and Natural Resources for the operational expenses and staffing costs of the Hawaii Association of Conservation Districts.
