RELATING TO ALTERNATIVES TO INCARCERATION. Proposed HD2: Authorizes electronic monitoring of offenders in programs that offer alternative to incarceration. Effective 7/1/2050.

RELATING TO TRANSPORTATION. Appropriates funds for the construction of a westbound shoulder lane on the H-1 Freeway between the Kunia/Waipahu/Ewa (Exit 5) off-ramp and the Kualakai Parkway on-ramp.

RELATING TO ENERGY. Establishes a clean ground transportation benchmark framework to maximize consumer fuel savings, including a near term 2025 target encouraging electric vehicle infrastructure buildout supporting Hawaii’s goal for the reduction and ultimate elimination of the use of imported fuels for ground transportation. Directs the department of transportation to collaborate with the state energy office to develop recommendations to achieve those benchmarks.

RELATING TO LABOR. Authorizes the Director of Labor and Industrial Relations or the Director's designee to issue and serve on an employer a stop-work order prohibiting the use of employee labor by the employer until the employer complies with certain provisions regarding security for payments of compensation to employees. Establishes penalties, enforcement, and protest procedures related to stop-work orders.

RELATING TO AQUATIC LIFE. Requires the Division of Aquatic Resources to promote education about nearshore reef wildlife and to develop a comprehensive plan, programs, and policies for its sustainable management. Places a temporary moratorium on the issuance of new aquarium fish permits.

RELATING TO ETHICS. Increases administrative fines for ethics violations and for violations of the lobbyist law. Clarifies the assessment of fines in the context of a settlement agreement. Removes the intent of the respondent as an element of civil violations for chapter 97, HRS.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
