RELATING TO INNOVATION BUSINESS INTERACTION. Establishes the impact loan fund for Hawaii (HI-impact loan program) in the High Technology Development Corporation to support dual-use technology small businesses. Establishes the HI-impact special fund. Appropriates funds. Effective July 1, 2038.

RELATING TO CYBERSECURITY. Establishes a Cyber Hawaii Pilot Project in the Office of the Vice President for Research and Innovation at the University of Hawaii to plan, develop, and implement a cyber ecosystem that addresses the many aspects of cybersecurity. Appropriates funds. Effective 7/1/2038.

RELATING TO PUBLIC-PRIVATE PARTNERSHIPS. Establishes and funds a State Public-Private Partnership Coordinator position within the Department of Business, Economic Development and Tourism to manage public-private partnerships entered into by the State and associated contracts, proposals, and negotiations. Public-private partnerships entered into by Hawaii public housing authority are exempted from this Act.

RELATING TO THE UNIVERSITY OF HAWAII. Establishes a Center for Commercialization at the University of Hawaii to commercially use intellectual property generated from research at the University for the benefit of the State and its residents. Appropriates funds.

RELATING TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS. Establishes an excise tax on basalt cinder and trap rock sold by wholesalers or dealers. Provides that the excise tax is paid into the Basalt Materials Research Account within the Pacific International Space Center for Exploration Systems Special Fund. Sunsets December 31, 2030.

RELATING TO THE CREATIVE MEDIA INDUSTRY. Establishes the Hawaii Creative Industries Advisory Group while retaining the Film Industry Branch and Creative Industries Division of DBEDT. Repeals the Hawaii Television and Film Development Board along with the grant and venture capital programs that were implemented by the Board. Renames the Hawaii Television and Film Development Special Fund as the Creative Media and Film Infrastructure Special Fund. Expands funding sources for the Creative Media and Film Infrastructure Special Fund to support creative industries development within DBEDT. Amends the purposes for which the Creative Media and Film Infrastructure Special Fund may be used. Provides general excise and use tax exemptions for operations and improvements of the Hawaii Film Studio. Makes an appropriation.

RELATING TO FILM AND DIGITAL MEDIA INDUSTRY DEVELOPMENT. Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit by providing an additional credit option for payroll costs in a county with a population of 700,000 or less; permitting the option of offering the State an alternative marketing opportunity; adding new verification and reporting requirements; and extending the repeal of the credit until January 1, 2024.

RELATING TO RESEARCH ACTIVITIES. Provides that, notwithstanding provisions of the Internal Revenue Code to the contrary, the amount of the state tax credit for research activities shall be calculated based on all qualified research expenses for the taxable year. Appropriates funds for a compliance specialist position within DOTAX to assist with administration of the tax credit.

RELATING TO THE MARITIME INDUSTRY GRANT PROGRAM. Establishes within the Department of Business, Economic Development, and Tourism the Maritime Industry Grant Program to enhance maritime productivity and workforce development.

RELATING TO THE CAPITAL INFRASTRUCTURE TAX CREDIT. Includes structures, machinery, equipment, and capital assets in the definition of capital infrastructure costs for the Capital Infrastructure Tax Credit. Sets cap on credit per taxable year per qualified infrastructure tenant. Specifies that excess tax credits may be carried forward. Recaptures credit if qualified infrastructure tenant fails to relocate within a certain period of time after executing a lease with the Department of Transportation. Specifies taxpayer reporting requirements.
