RELATING TO NON-GENERAL FUNDS. Proposed HD1: Repeals and abolishes various non-general funds of GOV, OHA, and DOE, as recommended by the Auditor in Auditor’s Report Nos. 16-09, 16,10, and 16-11, and transfers unencumbered balances.

MAKING AN APPROPRIATION FOR COLLECTIVE BARGAINING COST ITEMS RELATED TO THE TRANSITION OF MAUI REGION HOSPITALS. Makes an appropriation to department of budget and finance for collective bargaining cost items related to the transition of the operation of Maui regional hospitals to Maui Health Systems, a Kaiser Hospital.

RELATING TO COLLECTIVE BARGAINING. Allows EUTF to resolve impasses related to contribution disputes through binding arbitration.

RELATING TO OCCUPATIONAL SAFETY AND HEALTH PENALTIES. Amends fines for Hawaii Occupational Safety and Health violations and requires the Director of Labor and Industrial Relations to adjust the penalties each year pursuant to federal law. Requires the Director of Labor and Industrial Relations to report to the Legislature each year.

RELATING TO PROPERTY. Increases the value amounts applicable to qualifying for an exemption from attachment or execution of real and personal property. Exempts one month of child support and spousal support in the possession of the debtor-recipient of support from attachment or execution.

RELATING TO HEALTH. Increases the authorized benefit for acupuncture treatments allowed under personal injury protection benefits provided through motor vehicle insurance. Caps total benefit amount for acupuncture, chiropractic, and naturopathic treatments.

RELATING TO ENHANCED 911 SERVICES. Establishes a prepaid wireless E911 surcharge at the point of sale. Allows sellers to deduct and retain for administrative purposes 1.5% of the surcharge that is collected. Requires deposit of surcharge balance in the enhanced 911 fund. Requires a report. Sunsets on June 30, 2022.

RELATING TO CHARTER TOUR OPERATORS. Permits charter tour operators to maintain client trust accounts in a federally insured financial institution outside the State; provided that charter tour operators agree to allow the Department of Commerce and Consumer Affairs to access the tour operator's financial records through the financial institution.

RELATING TO APPRAISAL MANAGEMENT COMPANIES. Establishes an Appraisal Management Company Registration Program within the Department of Commerce and Consumer Affairs to conform to minimum standards of the Appraisal Management Companies Final Rule and Dodd-Frank Wall Street Reform and Consumer Protection Act. Establishes registration requirements, standards, and penalties for violations.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
