Status

RELATING TO THE ELECTRONIC DEVICE RECYCLING FUND.

Clarifies purposes for which moneys from the electronic device recycling fund may be expended.  Makes an appropriation to reimburse the counties of Hawaii, Kauai, and Maui for expenses incurred during 2015 and 2016 related to the collection services associated with handling and collecting electronic devices for recycling.

RELATING TO WATER MANAGEMENT.

Requires the State and counties to consider storm water management in the development of the Hawaii Water Resource Protection Plan.

RELATING TO THE PESTICIDE USE REVOLVING FUND.

Increase the Pesticide Use Revolving Fund threshold from $250,000 to $1,000,000.  Allows for additional pesticide education specialists and future research and studies.

RELATING TO INVASIVE SPECIES PROGRAM ADMINISTRATION.

Restructures the Hawaii Invasive Species Council as the Hawaii Invasive Species Authority, administratively attached to the Department of Agriculture, to coordinate implementation of the Hawaii Interagency Biosecurity Plan and to improve coordination of the State's invasive species prevention, early detection, rapid response, control, enforcement, and outreach programs.  Appropriates funds to implement the Authority and relevant interagency invasive species projects.  Effective 7/1/2017.

Status

RELATING TO ENTERPRISE ZONES.

Expands the definition of an eligible business activity to include businesses that provide renewable energy infrastructure to agricultural producers.  Extends the tax credit eligibility periods in enterprise zones for agricultural producers and for businesses providing renewable energy infrastructure to agricultural producers until the Hawaii constitutional mandate of "self-sufficiency" is fulfilled.  Expands the qualifications of a qualified business to include those businesses that increase gross volume of agricultural products or gross volume of renewable energy infrastructures to agricultural producers within enterprise zones located within the same county by two percent annually.  Specifies the kinds of agricultural investments that are eligible for the business tax credit.

RELATING TO SEAWATER AIR CONDITIONING.

Authorizes the issuance of general obligation bonds for seawater air conditioning facilities for certain state buildings in the Capitol District.

Status

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST MAUI ALL NATURAL ALTERNATIVE, LLC.

Authorizes the issuance of special purpose revenue bonds to assist Maui All Natural Alternative, LLC with the development of a project to provide municipal sludge processing and renewable energy at the Wailuku-Kahului wastewater reclamation facility on Maui.
