RELATING TO WHEELING. Requires the Public Utilities Commission to establish policies and rules for the implementation of retail wheeling. Requires the Commission to report on the status of the implementation of retail wheeling annually until the implementation is complete.

RELATING TO ENERGY MODERNIZATION AT THE DEPARTMENT OF EDUCATION. Facilitates development and use of electric microgrids powered by renewable energy and operated by the Department of Education at public schools and other properties of the Department, by exempting them from regulation as a public utility by the Public Utilities Commission. Adds a definition for "microgrid".

RELATING TO RENEWABLE ENERGY. Amends the "renewable portfolio standard" definition to more accurately reflect the amount of renewable energy generation in Hawaii by amending the renewable portfolio standard calculation to be based on electrical energy generation as opposed to electrical energy sales.

RELATING TO ENERGY EFFICIENCY. Requires the state building code council to adopt net zero energy capability standards for new single-family residential construction. Requires all new single-family residential construction to be net zero capable by 1/1/2019.

RELATING TO ENERGY EFFICIENCY. After January 1, 2019, prohibits keeping open any exterior door or window in a commercial building while an air conditioner or central cooling system is operating to cool the air surrounding the area adjacent to the open door or window. Requires the State Building Code Council to adopt applicable codes and standards for retrofitting existing commercial buildings and designing new commercial construction to be compliant.

RELATING TO ENERGY EFFICIENCY. Requires the Department of Accounting and General Services to conduct a building energy efficiency pilot program. Requires all state buildings built or renovated after July 1, 2020, to incorporate certain energy efficient practices. Appropriates funds.

RELATING TO ENERGY ASSURANCE. Addresses deficiencies in Hawaii's fuel shortage response and energy emergency (energy assurance) statutes; provides policy guidance on preparing for, responding to, recovering from, and mitigating against any actual or potential energy supply disruption or shortage to preserve the State's energy security and to ensure that fuel products and energy resources are made available to emergency services and the public in an orderly, efficient, and safe manner.

RELATING TO REPORTING BY THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM. Deletes "every fifth year reporting" requirement by the greenhouse gas emissions reduction task force to the Legislature and changes who is authorized to appoint the panel to conduct the evaluation of the energy systems development special fund projects.

RELATING TO ELECTRIC VEHICLES. Increases the number of parking spaces that a place of public accommodation with at least one hundred spaces is required to offer, from one parking space to four parking spaces by July 1, 2022. Removes the exemption that owners of multiple places of public accommodation may offer electric vehicle parking spaces based on the aggregate number of parking spaces available in their properties. Establishes notification requirements and fines for noncompliance.

RELATING TO COMPOSTING. Establishes a composting pilot project in DOE schools. Establishes a pilot project working group. Appropriates funds.

RELATING TO ENVIRONMENTAL PROTECTION. Prohibits the use of polystyrene food and beverage containers in state-owned and state-run buildings and facilities beginning 1/1/2020. Requires that food and beverages be packed in compostable containers. Prohibits new contracts to purchase polystyrene food or beverage containers beginning 1/1/2018.
