RELATING TO EDUCATION.

Requests the department of education, in collaboration and consultation with the department of business, economic development, and tourism; the department of labor and industrial relations; and the University of Hawaii, to develop a K-12 curriculum to career pipeline initiative that will ensure the State's public school students are adequately trained and prepared to enter the State's workforce upon graduation from high school.

RELATING TO EARLY LEARNING.

Broadens the scope of the early learning program to include early childhood development.  Expands the function of the early learning advisory board beyond an advisory capacity and amends the composition and powers of some board members.  Allows the board to appoint the director of the executive office on early learning.

Allows students to enroll in career and technical education programs in schools outside the service area in which the student resides.

Appropriates moneys to the department of education to provide engineering design process training sessions to teachers.

Establishes a service mark licensing agreement program within the department of education and authorizes the department to register service marks for department programs and individual department schools and enter into licensing agreements for their use.
