RELATING TO EDUCATION. Appropriates funds to DOE to support the Turnaround Arts program in Hawaii in partnership with Hawaii Arts Alliance.

RELATING TO THE STATE LIBRARIAN'S SALARY. Increases the salary cap on the state librarian position.

RELATING TO PUBLIC SCHOOL INNOVATION GRANTS. Establishes the public school innovation grants program to support school-level innovations; authorizes the board of education to administer the grants program; provides a funding mechanism for these grants; establishes a special fund.

RELATING TO EARLY LEARNING. Broadens the scope of the early learning program to include early childhood development. Expands the function of the early learning advisory board beyond an advisory capacity and amends the composition and powers of some board members. Allows the board to appoint the director of the executive office on early learning.

RELATING TO EARLY LEARNING. Makes an appropriation for the Executive Office on Early Learning to enter into contracts with third party providers for family-child interaction learning programs. Appropriates funds.

RELATING TO THE PRESCHOOL OPEN DOORS PROGRAM. Repeals the priority given by the preschool open doors program to children who are not eligible to attend public school kindergarten in the calendar year in which they turn five years of age because their birth date occurs after the kindergarten eligibility date.

RELATING TO THE PER-PUPIL FUNDING SYSTEM FOR PUBLIC CHARTER SCHOOLS. Requires the Legislative Reference Bureau to conduct a study on the non-facility general fund per-pupil funding system for public charter schools, to determine whether the system fulfills its statutory purpose of equalizing operational funding among the State's public schools.

RELATING TO CHARTER SCHOOLS. Appropriates moneys for start-up grants for newly approved, pre-opening public charter schools.

RELATING TO PUBLIC PREKINDERGARTEN PROGRAMS. Requires the executive office on early learning to enter into a memorandum of understanding with the Hawaii state public charter school commission to administer charter school prekindergarten classrooms. Appropriates moneys to continue funding of public prekindergarten classrooms.

RELATING TO CHARTER SCHOOLS. Appropriates funds for charter school facilities.

RELATING TO CHAPTER 302D, HAWAII REVISED STATUTES. Requires that the appropriation made to the Public Charter School Commission be apportioned to other authorizers. Requires that authorizers meet similar governance requirements as the Public Charter School Commission.

RELATING TO TEACHER INCENTIVES. Clarifies that funds for bonuses required by statute or collective bargaining shall not be paid out of a charter school's facilities funding or per-pupil funds. Requires, beginning with fiscal year 2018-2019, that such bonuses be separate line items in the budget. Appropriates funds for teacher bonuses for hard-to-fill placement incentives and National Board certified teacher incentives for charter school teachers.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
