RELATING TO EDUCATION. Requires licensure for certain private trade, vocational or technical schools. Creates a private trade, vocational, and technical school licensure special fund. Implements a licensure fee.

RELATING TO POST-SECONDARY EDUCATION. Makes pilot schools that are approved and certificated by the Federal Aviation Administration subject to the oversight of the Hawaii Post-secondary Education Authorization Program.

RELATING TO PRIVATE FLIGHT SCHOOLS. Requires the Department of Education to authorize private flight schools that: (1) are physically present in the State; (2) are certified by the Federal Aviation Administration; (3) offer flight instructor certificates; (4) request authorization; and (5) meet other requirements.

RELATING TO EDUCATION. Expands the National Certification Incentive Program to provide monetary incentives to school psychologists. Authorizes continuing bonuses for school psychologists in certain designated schools that improve and no longer carry a certain designation.

RELATING TO THE HAWAII TEACHER STANDARDS BOARD. Appropriates moneys from the general fund for two specialist II positions within the Hawaii teacher standards board.

RELATING TO THE DEPARTMENT OF EDUCATION. Establishes a Service Mark Licensing Agreement Program within the Department of Education and authorizes the Department of Education to register service marks for department programs and individual department schools and enter into licensing agreements for their use.

RELATING TO SCHOOLS. Prohibits persons from interfering with or disrupting the orderly operation, safety, or peaceful conduct of a school or school-related activity.

RELATING TO DISASTER RELIEF. Allows, in cases where the Department of Education directly expends its own funds for disaster relief to be directly credited with any federal disaster relief reimbursement. Clarifies that the Department of Education may carry over funds received as disaster relief appropriation or reimbursement.

RELATING TO RECORDS MANAGEMENT. Requires the department of education to set a standard for retention of student records of not less than one hundred years. Allows the department of education to partner with the Hawaii correctional industries program to establish a three-year student records modernization pilot project.

RELATING TO AFTER-SCHOOL PROGRAMS. Authorizes teachers to voluntarily promote community-sponsored after-school programs, subject to principal approval.
