RELATING TO FOOD SAFETY. Appropriates $150,000 to DBEDT in each of fiscal years 2017-2018 and 2018-2019 to address the FDA's industry guidance on the use of color additives in sea salt products.

RELATING TO ECONOMIC DEVELOPMENT. Establishes a working group to study the uses of and best practices regarding blockchain technology.

RELATING TO CYBERSECURITY. PROPOSED HD1: Establishes a Cyber Hawaii Pilot Project in the Office of the Vice President for Research and Innovation at the University of Hawaii to plan, develop, and implement a cyber ecosystem that addresses the many aspects of cybersecurity. Appropriates funds.

RELATING TO ENERGY. Authorizes the issuance of special facility revenue bonds pursuant to part III of chapter 206M, HRS, and appropriates funds to the Hawaii High Technology Corporation for the purpose of constructing an electrolysis hydrogen production, storage, and dispensing facility to be managed by the Hawaii center for advanced transportation technologies.

RELATING TO TECHNOLOGY DEVELOPMENT. Appropriates funds for grants to participants in the 2017 and 2018 Hawaii annual code challenge so that the proof of concepts created during the challenges can be developed into prototypes. Requires matching funds.

RELATING TO THE HAWAII COMMUNITY-BASED ECONOMIC DEVELOPMENT TECHNICAL AND FINANCIAL ASSISTANCE PROGRAM. Amends the definition of "community-based organization." Amends the qualifications for community-based economic development grants to include technical assistance to community-based organizations. Reduces the number of Community-based Economic Development Advisory Council members from twelve to ten.

DECISION MAKING TO FOLLOW

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
