RELATING TO SUSTAINABLE LIVING. Establishes a permit that exempts sustainable living research and sites from certain county codes, ordinances, and rules.

RELATING TO URBAN REDEVELOPMENT. Establishes the State Transit Oriented Development Authority.

RELATING TO TAXATION. Requires retailers or vendors that are not located in the State and not required to pay or collect general excise or use tax for sales to send certain information to purchasers in the State. Requires retailers or vendors to submit an annual report to the department of taxation.

RELATING TO SPORTS. Establishes the Hawaii Sports Task Force to plan and coordinate efforts to reestablish the Pro Bowl in Hawaii, to secure Hawaii as a host site for a National Football League preseason game, world-title soccer tournaments, mixed martial arts Ultimate Fighting Championship tournaments and other international sporting events at Aloha Stadium, and to secure and maintain Hawaii as a host site for other sporting and sports entertainment events statewide.

RELATING TO THE UNIVERSITY OF HAWAII. Requires the University of Hawaii to study the development and implementation of a Center for Commercialization to commercially use the intellectual property from research at the University for the benefit of the State and its residents.

RELATING TO TECHNOLOGY TRANSFER AT THE UNIVERSITY OF HAWAII. Clarifies that certain sections of the State Ethics Code shall not apply to technology transfer activities; provided that the activities comply with the regulatory framework and research compliance program approved by the board of regents. Requires the board of regents to submit a written status report to the legislature every two years. |

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

FAX: For testimony less than 5 pages in length, transmit to 808-586-8544 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through the website); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
