RELATING TO MOPEDS. Prohibits the owner of a moped or a moped dealer or repair shop from modifying a moped, including removing a speed limiter, to increase the top speed and horsepower. Makes current fine applicable to moped owners. Increases penalty to a petty misdemeanor fine for a moped dealer or repair shop.

RELATING TO HIGHWAYS. Exempts vehicles transporting asphalt or other high temperature loads from the requirement that their loads be covered.

RELATING TO THE STATEWIDE TRAFFIC CODE. Prohibits certain large vehicles of more than 10,000 pounds from being driven on the far left lane of any roadway having three or more lanes, with certain exceptions. Establishes a fifty-five mile per hour speed limit for trucks having a gross vehicle weight rating in excess of 10,000 pounds.

RELATING TO MOTOR VEHICLE RENTAL INDUSTRY. Amends government assessed vehicle fees that dealers may pass on to customers. Defines government assessed vehicle fees as motor vehicle weight taxes; fees connected with registration of specially constructed, reconstructed, or rebuilt vehicles; fees connected with registration of special interest vehicles; fees connected with registration of imported vehicles; license plate fees; and any use taxes.

RELATING TO TAXATION. Requires a general excise tax license to be conspicuously displayed within any vehicle being driven by a taxicab driver or transportation network company driver. Provides penalties.

RELATING TO TRANSPORTATION. Provides exemptions from vehicle registration, safety inspection, and driver licensure requirements for marine terminal equipment. Allows the operation of marine terminal equipment on a highway between terminal locations.
