RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE. Allows a landlord or landlord's agent to charge an application screening fee as part of the applicant screening process for renting residential property. Sets limits on the amount of the application screening fee and requires the landlord or agent to return any unauthorized fee amounts to the applicant. Allows the landlord or agent to charge an applicant an administrative fee and postage based on the actual expenses incurred in providing a copy of a report to the applicant. (HB223 HD1)

RELATING TO LAND. Amends the county exemptions from building permit and building code requirements to ensure that Hawaii's communities are not suspended from participation in the NFIP.

RELATING TO PHARMACY BENEFIT MANAGERS. Requires pharmacy benefit managers to register with the insurance commissioner. (HB1444 HD1)

RELATING TO THE PUBLIC UTILITIES COMMISSION. Authorizes the Public Utilities Commission to establish preferential electricity rates for communities that serve as geographic hosts for energy projects. (HB1567 HD1)

Requires the Public Utilities Commission, when considering certain types of grid modernization plans, to direct an independent third party to establish an initial grid modernization plan. RELATING TO DENTAL ASSISTANTS. Clarifies the allowable and prohibited practice requirements for dental assistants. Prohibits the ordering of a person without a dental hygienist license to perform services or procedures within the scope of practice of dental hygiene. (HB374 HD1)

RELATING TO TRANSPORTATION. Provides exemptions from vehicle registration, safety inspection, and driver licensure requirements for marine terminal equipment. Allows the operation of marine terminal equipment on a highway between terminal locations.
