RELATING TO THE DEPARTMENT OF EDUCATION. Establishes a Service Mark Licensing Agreement Program within the Department of Education and authorizes the Department of Education to register service marks for department programs and individual department schools and enter into licensing agreements for their use. RELATING TO REAL ESTATE BROKERS. Permits a licensed real estate broker to pay a commission to a corporation or partnership; provided that the licensed real estate broker earned the commission on behalf of the corporation or partnership and is a member, officer, shareholder, or partner of the corporation or partnership. RELATING TO PLANNED COMMUNITY ASSOCIATIONS. Limits the ability of the board of directors of a planned community association to impose excessive regular assessments or special assessments, except in emergency situations, without the approval of a majority of members present at an association meeting or by the written consent of the majority of members without a meeting. RELATING TO CONDOMINIUMS. Clarifies that when a standard proxy form is returned with no boxes checked or more than one box checked, the proxy shall be counted for quorum purposes only. (HB239 HD1)

RELATING TO CONSUMER CREDIT REPORTING AGENCIES. Protects minors from the misuse of their personal financial information by those with the intent to defraud them by allowing parents and legal guardians to place a security freeze on a minor's credit report. (HB651 HD1)

RELATING TO INTIMATE PARTNER VIOLENCE. Requires licensees under the Board of Barbering and Cosmetology to complete a one-time training program on intimate partner violence awareness and education. Appropriates funds. (HB680 HD1)

RELATING TO INSURANCE. Exempts individuals selling only insurance for property stored at a self-service storage facility from obtaining a license as an insurance producer provided that specific requirements are met. (HB894 HD1)

RELATING TO IRRIGATION. Clarifies that the BOA has the power to acquire property by eminent domain for the construction and maintenance of water facilities that convey, distribute, and transmit water for agricultural uses, but not for domestic use. Amends the definition of "public utility" to exclude entities that convey, transmit, and distribute nonpotable water. (HB1536 HD1)

RELATING TO FUEL CELL ELECTRIC VEHICLES. Includes fuel cell electric vehicles in the definition of "electric vehicles" for purposes of parking exemptions, HOV lane use, registration, and required parking spaces in places of public accommodation. Grants procurement priority for fuel cell electric vehicles for state and county vehicle purchases.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
