Establishes a Service Mark Licensing Agreement Program within the Department of Education and authorizes the Department of Education to register service marks for department programs and individual department schools and enter into licensing agreements for their use. Permits a licensed real estate broker to pay a commission to a corporation or partnership; provided that the licensed real estate broker earned the commission on behalf of the corporation or partnership and is a member, officer, shareholder, or partner of the corporation or partnership. RELATING TO PLANNED COMMUNITY ASSOCIATIONS. Limits the ability of the board of directors of a planned community association to impose excessive regular assessments or special assessments, except in emergency situations, without the approval of a majority of members present at an association meeting or by the written consent of the majority of members without a meeting. RELATING TO CONDOMINIUMS. Clarifies that when a standard proxy form is returned with no boxes checked or more than one box checked, the proxy shall be counted for quorum purposes only. (HB239 HD1)

RELATING TO INTIMATE PARTNER VIOLENCE. Requires licensees under the Board of Barbering and Cosmetology to complete a one-time training program on intimate partner violence awareness and education. Appropriates funds. (HB680 HD1)

RELATING TO INSURANCE. Exempts individuals selling only insurance for property stored at a self-service storage facility from obtaining a license as an insurance producer provided that specific requirements are met. (HB894 HD1)

Clarifies that the BOA has the power to acquire property by eminent domain for the construction and maintenance of water facilities that convey, distribute, and transmit water for agricultural uses, but not for domestic use. RELATING TO FUEL CELL ELECTRIC VEHICLES. Includes fuel cell electric vehicles in the definition of "electric vehicles" for purposes of parking exemptions, HOV lane use, registration, and required parking spaces in places of public accommodation. Grants procurement priority for fuel cell electric vehicles for state and county vehicle purchases.
