RELATING TO TAXATION. Amends the definition of "business" in the State's general excise tax law.

RELATING TO CONDOMINIUMS. Establishes a condominium unit owner hotline to provide unit owners with legal information relating to disputes with a condominium's board of directors. Requires directors of associations with 20 or more dwelling units to complete an online ethics course offered through the Real Estate Commission.

RELATING TO CONDOMINIUM PROPERTY REGIMES. Requires the board of directors of residential condominiums of twenty or more residential dwelling units to take and satisfactorily complete an online ethics course offered through the Real Estate Commission.

RELATING TO ASSOCIATION LEGAL FEES. Allows unit owners in planned community associations and homeowners associations to withhold legal fees from assessments claimed by associations pending decision in an arbitration or court proceeding in which the owner has filed for a determination of the validity of the amounts and attorney's fees claimed by the association.

RELATING TO REAL PROPERTY. Clarifies that projects that contain a combination of time share units, transient vacation rentals, and private residential units located in the same project are required to comply with the document, record, and information disclosure requirements under the State's condominium statutes. Requires hard copies of condominium association documents, records, and information to be provided to requesting owners within twenty-four hours and available for download through an internet site. Specifies that failure to make association documents, records, and information available is an unfair or deceptive act or practice.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
Submit testimony in ONE of the following ways:
PAPER: 25 copies (including an original) to Room 327 in the State Capitol;
FAX: For testimony less than 5 pages in length, transmit to 808-586-6221 (Oahu) or 1-800-535-3859 (for Neighbor Islander without a computer to submit testimony through e-mail or the Web); or
WEB: For testimony less than 10MB in size, transmit from http://www.capitol.hawaii.gov/submittestimony.aspx.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
