RELATING TO AGRICULTURE. Proposed HD1: Repeals language requiring documentation of animal feed development costs to be effective for feed development costs incurred after July 1, 2016. Appropriates funds to the Department of Agriculture for the feed developer grant program and reimbursements to qualified producers for feed costs. Authorizes GO bonds for the planning, designing, and purchasing of a livestock feed mill.

RELATING TO ANIMAL CRUELTY. Proposed HD1: Amends the offense of cruelty to animals in the first degree to include indigenous birds and cruelty to animals in the second degree to include restraints to dogs that deprive them of necessary food or sustenance. Takes effect on 1/7/2059.

RELATING TO AGRICULTURE. Repeals the provision that makes the claiming of the important agricultural land qualified agricultural cost tax credit contingent upon the tax credit for the aquarium and marine science research facility at Ko Olina Resort and the training and educational facilities at Makaha Resort being repealed, exhausted, or expired. Clarifies definition of "qualified agricultural costs." Repeals the provision that the Department of Agriculture must cease certifying credits after 2017. Applies to taxable years beginning after 12/31/2017. (SD2)

RELATING TO HAWAII PESTICIDES LAW. Proposed HD1: Increases the amount of moneys from the pesticide use revolving fund that the Department of Agriculture may retain to carry out its statutory mandate. Establishes disclosure requirements for commercial agricultural pesticide use.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO HONOKAA LAND COMPANY, LLC. Authorizes the issuance of special purpose revenue bonds to provide financing to assist the Honokaa Land Company, LLC, with acquiring, developing, and renovating agricultural facilities and structures.

RELATING TO SPECIAL PURPOSE REVENUE BONDS FOR HPC FOODS, LTD. Authorizes the issuance of special purpose revenue bonds to assist HPC Foods, Ltd., to fund multi-project capital improvement programs, the construction of facilities, and other processing activities. Takes effect 7/1/2050. (SD2)
