RELATING TO NUTRIENT CYCLING. Makes an appropriation for a regional nutrient cycling pilot program on Maui. Requires DOA to report on the efficacy of the pilot project.

RELATING TO THE P-20 AGRICULTURE EDUCATION WORKING GROUP. Appropriates funds for the hiring of a coordinator and for interisland travel and operating expenses of the P-20 Agriculture Education Working Group within the University of Hawaii at Manoa College of Tropical Agriculture and Human Resources. Outlines the duties of the working group and opens participation in the working group to additional persons and entities.

RELATING TO AGRICULTURE. Establishes a two-year agricultural theft and vandalism pilot project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the county of Hawaii. Appropriates funds.

RELATING TO ENTERPRISE ZONES. Expands the definition of an eligible business activity to include businesses that provide renewable energy infrastructure to agricultural producers. Extends the tax credit eligibility periods in enterprise zones for agricultural producers and for businesses providing renewable energy infrastructure to agricultural producers until the Hawaii constitutional mandate of "self-sufficiency" is fulfilled. Expands the qualifications of a qualified business to include those businesses that increase gross volume of agricultural products or gross volume of renewable energy infrastructures to agricultural producers within enterprise zones located within the same county by two percent annually. Specifies the kinds of agricultural investments that are eligible for the business tax credit.

RELATING TO AGRICULTURE. Replaces sugar and pineapple industries as the agriculture priority in the Hawaii State Planning Act with agriculture farming methods that improve Hawaii's food, soil, and water quality.

RELATING TO AGRICULTURAL LAND. Permits private overnight campgrounds on land within agricultural districts in all counties, subject to specified conditions and adoption of appropriate county ordinances.

· Testifier's name with position/title and organization;
· The Committee(s) to which the comments are directed;
· The date and time of the hearing; and
· Measure number.
While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.
