Prohibits the Department of Agriculture from charging agricultural producers for the costs of food safety certification activities conducted by the department.  (HB455 HD1)

RELATING TO COFFEE BERRY BORER BEETLE.

Extends the sunset date for the Coffee Berry Borer Pesticide Subsidy Program until June 30, 2021, for the purchase of pesticides containing Beauveria bassiana to combat the coffee berry borer.  Provides that no single coffee grower shall receive more than $6,000 per year in subsidies between June 30, 2018 and July 1, 2021.  Appropriates funds. RELATING TO INVASIVE SPECIES.

Requires the Department of Agriculture to establish a pilot pesticide treatment coupon project and a little fire ant site map for the county of Hawaii.  Requires report to the Legislature on project implementation.  Appropriates funds.  (HB481 HD1)

RELATING TO INVASIVE SPECIES.

Provides that a person or entity that is determined by the Hawaii Invasive Species Council to have introduced an invasive species into the State may be strictly liable for all or part of the expenses to eradicate the invasive species from the State.  (HB1301 HD2)

RELATING TO BIOSECURITY.

Requires the DOA to establish parameters and construction requirements for biosecurity facilities that provide for and ensure the safety of agricultural and food commodities.  Makes appropriations for the biosecurity program, including projects for import replacements of high risk crops.  (HB1325 HD1)

Restructures the Hawaii Invasive Species Council as the Hawaii Invasive Species Authority to coordinate implementation of the Hawaii Interagency Biosecurity Plan and related duties.  Appropriates funds.  (HB1339 HD1)

RELATING TO AGRICULTURE.

Requires the Department of Agriculture, in cooperation with the office of the governor, to develop a strategic plan to double local food production and exports by 2020.  Requires the Department of Agriculture to submit a report to the legislature prior to the Regular Session of 2018 in order to codify the strategic plan and benchmarks.  (HB891 HD1)

RELATING TO LOCAL FOOD PRODUCTION.

Adds increasing the production of food intended for human consumption that is produced and sold in the State to the list of acts that the Department of Agriculture must undertake as part of its statutorily-established responsibility of administering a program of agricultural planning and development.  (HB1544 HD1)
