RELATING TO AGRICULTURE. Establishes an income tax credit for producers who sell agricultural commodities directly to consumers.

RELATING TO AGRICULTURE. Exempts agricultural commodities produced in the State and sold directly to consumers from the general excise tax up to a limit of $50,000 per year in gross income.

RELATING TO TAXATION. Brings Hawaii law into compliance with federal law relating to the sale of organic foods by small organic farms and businesses.

RELATING TO AGRICULTURE. Establishes the agriculture accelerator program to authorize the agribusiness development corporation to provide grants and invest in existing or new agriculture businesses approved by the board of agriculture in return for equity in those agriculture businesses. Establishes an agriculture accelerator special fund to provide funds for the agribusiness development corporation to provide grants to and invest in agriculture businesses under the agriculture accelerator program. Collects an unspecified amount from the tax of each barrel under environmental response, energy, and food security tax to be deposited into the agriculture accelerator special fund.

RELATING TO AGRICULTURE. Establishes a reimbursement transportation cost payment program within the DOA for geographically disadvantaged farmers and ranchers to reimburse eligible producers with a portion of the cost to transport eligible commodities or inputs used to produce an eligible commodity. Appropriates funds to the DOA for the program.

RELATING TO LIVESTOCK HARVEST FACILITIES. Makes an appropriation for the planning and design of scalable livestock harvest facilities to be expended by DOA.

RELATING TO HAWAII FOOD RESILIENCY. Makes various appropriations to implement the recommendations of the increased food security and food self-sufficiency strategy. Requires the Department of Agriculture to establish a strategy and goals for increased food security and self-sufficiency in Hawaii.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST MAUI ALL NATURAL ALTERNATIVE, LLC. Authorizes the issuance of special purpose revenue bonds to assist Maui All Natural Alternative, LLC with the development of a project to provide municipal sludge processing and renewable energy at the Wailuku-Kahului wastewater reclamation facility on Maui.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO HONOKAA LAND COMPANY, LLC. Authorizes the issuance of special purpose revenue bonds to provide financing to assist the Honokaa Land Company, LLC, with acquiring, developing, and renovating agricultural facilities and structures.

RELATING TO SPECIAL PURPOSE REVENUE BONDS FOR HPC FOODS, LTD. Authorizes the issuance of special purpose revenue bonds to assist HPC Foods, Ltd., to fund multi-project capital improvement programs and the construction of facilities.
