RELATING TO THE AGRICULTURAL LOAN REVOLVING FUND. Appropriates moneys to and from the agricultural loan revolving fund.

RELATING TO AGRICULTURE. Establishes a temporary task force for the purpose of creating a single definition of "bona fide agricultural producer" to be used across state government or creating different definitions to be applied for different uses. Requires a report to the legislature. Makes an appropriation.

RELATING TO FARMS. Creates an exclusion from income tax for the first $50,000 of income earned by farmers whose gross income is $200,000 or less.

RELATING TO THE GENERAL EXCISE TAX. Exempts the gross proceeds of any qualified small farmer from the general excise tax. Repeals on 1/1/2022.

RELATING TO AQUACULTURE. Requires the department of agriculture to implement an aquaculture development program. Makes an appropriation.

RELATING TO AGRICULTURE. Requires the board of agriculture, in cooperation with the office of the governor, to develop a strategic plan to double local food production and exports by 2020. Requires the board of agriculture to submit a report to the legislature prior to the regular session of 2018 in order to codify the strategic plan and benchmarks.

RELATING TO AGRICULTURE. Requires the department of agriculture, subject to the allocation of funding, to establish an agricultural 2030 investment program and a farm to plate program. Specifies requirements for a strategic plan. Appropriates funds to the department of agriculture to initiate the programs.

RELATING TO AGRICULTURE. Repeals the provision that makes the claiming of tax credit for agricultural costs contingent upon the tax credit for the aquarium and marine science research facility at Ko Olina Resort and the training and educational facilities at Makaha Resort being repealed, exhausted, or expired. Clarifies definition of "qualified agricultural costs." Repeals the provision that the Department of Agriculture must cease certifying credits after 2017.

RELATING TO FOOD SAFETY. Establishes an income tax credit to assist farmers with expenses associated with compliance with the Food Safety Modernization Act.
