RELATING TO ANIMALS.

Requires research facilities to make available for adoption healthy cats and dogs that are no longer needed for research.  Authorizes research facilities to contract with local animal rescue organizations to facilitate the adoption of the cats and dogs.

Amends the offense of cruelty to animals in the first degree to include indigenous birds.

Expands the agricultural commodities general excise tax exemption to include cattle, goats, lambs, sheep, hogs, pork, and chickens; meat and carcasses of cattle, goats, lambs, sheep, hogs, pork, and chickens; milk products; eggs; and products of aquaculture and aquaponics.

RELATING TO INVASIVE SPECIES PROGRAM ADMINISTRATION.

Restructures the Hawaii invasive species council as the Hawaii invasive species authority, administratively attached to the department of agriculture, to coordinate implementation of the Hawaii interagency biosecurity plan and to improve coordination of the State's invasive species prevention, early detection, rapid response, control, enforcement, and outreach programs.  Appropriates funds to implement the authority and relevant interagency invasive species projects.

RELATING TO AGRICULTURAL LAND.

Prohibits the creation of a condominium property regime on agricultural land 25 acres or greater.  Prohibits a condominium property regime on agricultural land from being amended to allow a residential dwelling.  Prohibits the subdivision of agricultural land 25 acres or greater for the purpose of creating a condominium property regime.  Prohibits any residential project created as a condominium under chapter 514B, HRS, or a planned community association under chapter 421J, HRS, in class A or B agricultural lands.

RELATING TO WASTEWATER MANAGEMENT.

Appropriates $5,000,000 for the study, design, engineering, and land acquisition for a wastewater treatment plant for Pahoa, Hawaii.

RELATING TO TIER II FILING FEES FOR REPORTING OF HAZARDOUS SUBSTANCES.

Changes the Hawaii Emergency Planning and Community Right-To-Know Act, Tier II filing fee from $100 to $200 to provide needed preparedness resources to Local Area Planning Committees.
