SENATE RESOLUTION
AMENDING rule 18 of the rules of the senate of the twenty-ninTH legislature, regular session of 2017, of the state of hawaii.
BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, that the Rules of the Senate be amended by amending Senate Rule 18 Committee on Ways and Means: Special Responsibility to read as follows:
"Rule 18 Committee on Ways and Means: Special Responsibility.
It shall be the duty of the Committee on Ways and Means, in considering the General Appropriations Bill or the Supplemental Appropriations Bill, to determine for each fiscal year of the biennium the appropriate level of total expenditures and the level of expenditures for program areas.
The Chair of the Committee on Ways and Means shall provide for all members of the Senate two briefings, at minimum, as follows:
(A) A briefing no later than twelve legislative days after Opening Day of each regular session on the Governor's proposed General Appropriations Bill or Supplemental Appropriations Bill, as applicable, and the Financial Plan; and
(B) A briefing on the Senate's proposed General Appropriations Bill or Supplemental Appropriations Bill, which shall include a summary comparison of the Senate's proposed Bill with the proposed Bill of the Governor and House. The briefing and summary comparison shall be provided prior to the filing of the Senate's proposed General Appropriations Bill or Supplemental Appropriations Bill by the Committee on Ways and Means.

the extent practicable, the] The Committee on Ways and Means shall
make available to members of the Senate the contents of the General
Appropriations Bill or the Supplemental Appropriations Bill for at least 48
hours during the 48-hour period, prior to the passage of such bills on
third [and] or final reading.
Concerning all other bills requiring appropriations, it shall be the duty of the Committee on Ways and Means to inform the Standing Committee responsible for the program area to which the appropriation relates of the amount and type of financial resources available, and it shall review the expenditure recommendation of the Standing Committee to determine that the recommendation is consistent with the resources available.
In determining the amount and type of resources available for a bill requiring an appropriation and in reviewing the expenditure recommendation of the Standing Committee, the Committee on Ways and Means shall invite the recommendation of the chair of the Standing Committee responsible for the program area to which the appropriation relates."; and
BE IT FURTHER RESOLVED that the Senate Rule material to be repealed is bracketed and stricken and new Senate Rule material is underscored; and
BE IT FURTHER RESOLVED that the amendments made to the Senate Rules by this Resolution take effect upon the adoption of this Resolution.
