WHEREAS, currently, 238,000 Hawaii residents, constituting 18.7 percent of Hawaii's total population, are aged 60 and older, and by 2030, this age group is projected to constitute more than one-fourth, or 27.4 percent, of the State's population; and

WHEREAS, while Hawaii's population is expected to increase by 21 percent between 2000 and 2030, the number of people 60 years and older is expected to increase by 93.8 percent, and the number of people 85 years and older is expected to increase by 174.7 percent during the same period; and

WHEREAS, the large aging population will have a major impact on the organization and delivery of health care, with a shift from acute to chronic illnesses, such as heart disease, cancer, stroke, chronic lower respiratory diseases, Alzheimer's disease, and diabetes; and

WHEREAS, the kupuna care program was enacted in 1999 to address the needs of Hawaii's aging population and the issues arising from those needs; and

WHEREAS, the kupuna care program is considered to be alternative to traditional long-term care options with the goal of enabling Hawaii seniors to lead independent, meaningful, and dignified lives in their own homes and communities; and

WHEREAS, the kupuna care program provides services that provide a safety net for all kupuna and their caregivers and access to affordable and quality home- and community-based services, including hot meals, transportation, case management, and personal care assistance; and

WHEREAS, it is currently difficult to find trained providers and trainers; and

WHEREAS, demand for kupuna care services will increase as the number of aging people increases; and

WHEREAS, the State needs a work force well-trained in elder care and kupuna services to meet the demands of the populace; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the House of Representatives concurring, that the University of Hawaii Center on Aging is requested to convene a task force to review the current elder and kupuna care services situation and anticipated demand for those services and determine requirements for adequate training, workforce expansion, service expansion, and financing to correct the current situation and meet anticipated demand; and

BE IT FURTHER RESOLVED that the Center on Aging is requested to invite the following to serve on the task force:

(1) The Director of Health or the Director's designee;

(2) The Director of Human Services or the Director's designee;

(3) The Director of Labor and Industrial Relations or the Director's designee;

(4) The Director of the Executive Office on Aging or the Director's designee;

(5) The Chair of the Policy Advisory Board for Elder Affairs or the Chair's designee;

(6) The Chair of the Hawaii Workforce Development Council or the Chair's designee;

(7) The Director of the Office of Primary Care and Rural Health or the Director's designee;

(8) The Director of the State Health Planning and Development Agency or the Director's designee;

(9) The Dean of the University of Hawaii John A. Burns School of Medicine or the Dean's designee;

(10) The Dean of the University of Hawaii School of Nursing and Dental Hygiene or the Dean's designee;

(11) The Executive Director of Kokua Mau or the Executive Director's designee;

(12) The City and County of Honolulu Executive of the Elderly Affairs Division or the Executive's designee;

(13) The Hawaii County Executive of the Office of Aging or the Executive's designee;

(14) The Kauai County Executive on Aging or the Executive's designee;

(15) The Maui County Executive of the Office on Aging or the Executive's designee;

(16) One representative from the nursing home industry;

(17) One representative from the adult residential care home industry;

(18) One representative from the home care services industry;

(19) An advocate from the private sector who has personal experience as a caregiver; and

(20) One representative from AARP Hawaii; and

BE IT FURTHER RESOLVED that the task force is requested to report its findings and recommendations, including proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2018; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health, Director of Human Services, Director of Labor and Industrial Relations, Director of the Executive Office on Aging, Chair of the Policy Advisory Board for Elder Affairs, Chair of the Hawaii Workforce Development Council, Director of the Office of Primary Care and Rural Health, Director of the State Health Planning and Development Agency, Dean of the University of Hawaii John A. Burns School of Medicine, Dean of the University of Hawaii School of Nursing and Dental Hygiene, Executive Director of Kokua Mau, City and County of Honolulu County Executive of the Elderly Affairs Division, Hawaii County Executive of the Office of Aging, Kauai County Executive on Aging, Maui County Executive of the Office on Aging, and Executive Director of AARP Hawaii.
