SENATE CONCURRENT

RESOLUTION

 

 

requesting the university of hawaii at manoa to adopt a budget model that allocates resources according to a transparent and equitable formula.

 

 


     WHEREAS, the Colleges of Arts and Sciences at the University of Hawaii at Manoa comprise fifty-five percent of the total student semester hours, forty-two percent of the University of Hawaii at Manoa student body, and forty-eight percent of the University of Hawaii faculty, but only receive eighteen percent of the combined tuition and general funds allocated to the University; and

 

     WHEREAS, fiscal cuts over multiple years have resulted in a substantial number of tenure-track faculty positions in the Colleges of Arts and Sciences remaining unfilled, with a loss of nearly fifty percent of tenure-track faculty in some departments over the past fifteen years; and

 

     WHEREAS, disparities in the allocation of funds between the Colleges of Arts and Sciences and other colleges of the University have seriously eroded the ability of instructional units to recruit, hire, and retain highly qualified faculty; offer students sufficient numbers of courses taught by qualified faculty; maintain rigorous research and publication standards; and replace worn-out equipment; and

 

     WHEREAS, disparities in allocation of funds have led to a long-term decline in faculty morale at the Colleges of Arts and Sciences, which threatens to undermine the core mission of the University of Hawaii itself; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the House of Representatives concurring, that the University of Hawaii at Manoa is requested to adopt a budget model that allocates resources according to a transparent and equitable formula which aligns revenue sources with intended use, through which instructional units receive priority access to revenues generated from student tuition; and

 

     BE IT FURTHER RESOLVED that the University of Hawaii at Manoa is requested to submit a report of the allocation of resources within the University, including the progress made in implementing a transparent and equitable formula, to the Legislature no later than twenty days prior to the convening of the regular sessions of 2018, 2019, and 2020; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Regents of the University of Hawaii, President of the University of Hawaii, Chief Financial Officer of the University of Hawaii, and Interim Chancellor of the University of Hawaii at Manoa.
