SENATE CONCURRENT
RESOLUTION
Requesting the department of land and natural resources' division of forestry and wildlife to convene a working group of the invasive species council to conduct a study on the rose-ringed parakeet population on Oahu.
WHEREAS, the rose-ringed parakeet is one of the most widespread invasive species on the planet, has created a public health hazard on Kauai, and has negatively impacted the island's economy and environment; and
WHEREAS, the rose-ringed parakeet is a dietary generalist, has a high reproductive rate, is without predation pressure, and is a successful invader of nonnative habitat; and
WHEREAS, the rose-ringed parakeet causes extensive crop damage to local gardens and orchards and carries various pathogens and diseases that could be passed to humans, pets, and native wildlife; and
WHEREAS, the rose-ringed parakeet is already an established species on Oahu, and it is paramount for the protection of crops and natural resources on Oahu to tackle the issue of the rose-ringed parakeet as early as possible once invasion is detected to enable eradication before extensive damage is incurred and before the population reaches a critical mass making eradication more difficult and expensive; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the House of Representatives concurring, that this body requests the Department of Land and Natural Resources' Division of Forestry and Wildlife to convene a working group of the Invasive Species Council to conduct a study on the rose-ringed parakeet population on Oahu; and
BE IT FURTHER RESOLVED that the working group is requested to include the following in its study:
(1) Population size and location of the rose-ringed parakeet on Oahu;
(2) The environmental and agricultural impact of the rose-ringed parakeet on Oahu; and
(3) A plan for eradicating the rose-ringed parakeet on Oahu, including the projected costs; and
BE IT FURTHER RESOLVED that the working group is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2018; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, who is requested to transmit certified copies of this Concurrent Resolution to the members of the Invasive Species Council; Mayor of the City and County of Honolulu; and Chairperson of the Honolulu City Council.
