A BILL FOR AN ACT
relating to kailua intermediate school.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that Kailua intermediate school is the only intermediate school in Kailua, Oahu, and serves over seven hundred fifty students. Kailua intermediate is an AVID (advancement via individual determination) school, one that embraces school-wide strategies that promote college readiness. Students at Kailua intermediate school engage in critical thinking, real world connections, and student agency. Students have access to an organic garden, hydroponic system, and hatch lab and are supported by a competent staff. Kailua intermediate school's science and engineering department was recognized as the department of education's state team of the year, and students win top awards in the state science and engineering competition each year.
The legislature also finds that Kailua intermediate school's STREAM (science, technology, responsibility, art, and math) academy empowers students to be critical thinkers who are inspired by the natural world and are college and career ready. Building F at Kailua intermediate school hosts a STREAM lab that consists of a technology hub, hatch lab, and art studio. However, the school is in need of upgrades that support twenty-first century learning environments and STREAM initiatives, fuse educational and professional environments, and provide a contemporary workplace environment.
The purpose of this Act is to appropriate funds for capital improvement projects for Kailua intermediate school for the STREAM academy.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $1,700,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2017-2018 for the purpose of capital improvement projects at Kailua intermediate school for the STREAM (science, technology, responsibility, art, and math) academy: to renovate and expand building F for the STREAM academy; for ground and site improvements; and for equipment and appurtenances, as follows:
Design $150,000
Construction $1,500,000
Equipment $50,000
Total funding $1,700,000
SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2020, shall lapse as of that date.
SECTION 4. The sum appropriated for the capital improvement projects set forth in section 2 shall be expended by the department of education for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 2017.
