A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE fourteenth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $60,838,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2017-2018 for the purpose of capital improvement projects for the fourteenth senatorial district, as follows:
1. Aiea Elementary School
A. Install a restroom near the library, ground and site improvements, and equipment and appurtenances.

B. Install covered walkways throughout campus, ground and site improvements, and equipment and appurtenances.

2. Aiea High School
A. Plans, design, and construction for a girls' locker room.

3. Aiea Intermediate School
A. Renovation and expansion of stage portion of cafeteria.

4. Farrington High School
A. Phase II of redesign project; new gymnasium/music building.

A. Expansion of administration and library buildings due to district boundary changes resulting in increased school enrollment. Would be used for computer labs, multi-media rooms, transition center, and additional office spaces.

13. Moanalua Gardens Foundation, Inc.
A. Master plan for Kamananui (Moanalua) Valley for protection, preservation, and maintenance of the last undeveloped valley in urban Honolulu.

SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2020, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items 1 to 12 shall be expended by the department of education; and
(2) The sum appropriated in item 13 shall be expended by the department of land and natural resources; and
SECTION 4. This Act shall take effect on July 1, 2017.
