A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE thirteenth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $59,116,610 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2017-2018 for the purpose of capital improvement projects for the thirteenth senatorial district, as follows:
1. Central Middle School
A. Repaint the interior walls of campus facilities; ground and site improvements; and equipment and appurtenances.

A. Repave and restripe school parking

A. General improvements to Historic Mall and buildings. Install concrete walkways on each side of Building A and surrounding flagpole (X-formation). Improve paved roadways surrounding Oval and Mall and concrete edges of Mall. Install twenty new banyan trees to replace diseased trees on Mall.

B. General improvements to baseball field. Install concrete sidewalks near dugouts and field entry points. Install a paved parking lot, scoreboard, and sprinkler system.

5. Princess Ka‘iulani Elementary School
A. Install water access to plant and sustain a native Hawaiian garden adjacent to Princess Ka‘iulani's banyan tree.

A. Feasibility study for an overpass "cap park" over H-1 freeway to extend between Nuuanu stream and Queen Emma street to reduce traffic noise pollution and use park for community purposes.

A. Replace air conditioner's seventy-ton chiller and two AHUs. $662,750
B. Replace diamond head retaining wall/slab and fix interior wall cracks and wall cracks at facade front stairs. $836,610

D. Install fire alarm system. $158,090

SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2020, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items 1 through 6 shall be expended by the department of education;
(2) The sums appropriated in items 7 and 8 shall be expended by the department of accounting and general services;
(3) The sum appropriated in item 9 shall be expended by the department of transportation; and
(4) The sums appropriated in items 10 and 11 shall be expended by the board of education.
SECTION 4. This Act shall take effect on July 1, 2017.
