WHEREAS, the State owns numerous small pieces of property that are commonly referred to as remnant parcels; and

WHEREAS, it may be to the State's advantage to sell some of these remnant parcels; and

WHEREAS, creating a comprehensive inventory of public lands that are remnant parcels and establishing a process for evaluating their potential would assist in the disposition of eligible remnant parcels; and

WHEREAS, establishing a working group under the House of Representatives Committee on Water and Land would facilitate the creation of a remnant parcel inventory and an evaluation process; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, that the Speaker of the House of Representatives is requested to establish the Remnant Parcel Task Force under the House of Representatives Committee on Land and Water; and

BE IT FURTHER RESOLVED that the Remnant Parcel Task Force is requested to include at least one representative of the Department of Land and Natural Resources and one representative of the Office of Hawaiian Affairs; and

BE IT FURTHER RESOLVED that the Remnant Parcel Task Force is requested to create an inventory of remnant parcels owned by the State that are suitable for sale, and to determine a process for the disposition of suitable remnant parcels; and

BE IT FURTHER RESOLVED that the Remnant Parcel Task Force is requested to provide a report of its findings and recommendations, including any proposed legislation, to the House of Representatives no later than twenty days prior to the convening of the 2018 Regular Session; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and the Chief Executive Officer of the Office of Hawaiian Affairs.
