HOUSE RESOLUTION
Requesting the department of business, economic development, and tourism to convene a working group to assess how Hawaii's job market IS AFFECTED BY AND CAN ADAPT TO AUTOMATION AND GLOBALIZATION.
WHEREAS, automation and globalization threaten to eliminate a significant number of jobs in Hawaii's service sector and other areas; and
WHEREAS, Hawaii's reliance on a service-based economy makes it susceptible to economic disruption and job loss; and
WHEREAS, automation in the transportation, retail, fast food, hospitality, and other industries may displace a significant number of workers; and
WHEREAS, self-checkout lines are replacing retail workers and autonomous vehicles will soon displace many taxi and delivery drivers in the United States; and
WHEREAS, globalization has resulted in the loss of routine jobs such as manufacturing jobs to low-wage countries; and
WHEREAS, according to research, trade with China during the 2000s led to the rapid loss of 2,000,000 to 2,400,000 net jobs; and
WHEREAS, tens or even hundreds of thousands of Hawaii jobs may be replaced by automation and globalization; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, that the Department of Business, Economic Development, and Tourism is requested to convene a working group to assess how Hawaii's job market is affected by and can adapt to automation and globalization; and
BE IT FURTHER RESOLVED that the Director of Business, Economic Development, and Tourism is requested to serve as Chairperson of the working group and to invite the following to serve as members:
(1) The Director of Labor and Industrial Relations;
(2) The Chairperson of the Senate Standing Committee on Economic Development, Tourism, and Technology;
(3) The Chairperson of the House of Representatives Standing Committee on Economic Development and Business;
(4) The Chairperson of the Senate Standing Committee on Judiciary and Labor;
(5) The Chairperson of the House of Representatives Standing Committee on Labor and Public Employment;
(6) The Director of Human Services;
(7) The Executive Director of the University of Hawaii Economic Research Organization; and
(8) Other individuals whom the Director of Business, Economic Development, and Tourism may invite to be members of the working group, including members of the business community and experts with relevant knowledge; and
BE IT FURTHER RESOLVED that the working group is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than 20 days prior to the convening of the Regular Session of 2018; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Business, Economic Development, and Tourism; Director of Labor and Industrial Relations; Chairperson of the Senate Standing Committee on Economic Development, Tourism, and Technology; Chairperson of the House of Representatives Standing Committee on Economic Development and Business; Chairperson of the Senate Standing Committee on Judiciary and Labor; Chairperson of the House of Representatives Standing Committee on Labor and Public Employment; Director of Human Services; and Executive Director of the University of Hawaii Economic Research Organization.
