HOUSE CONCURRENT
RESOLUTION
REQUESTING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO ESTABLISH THE REMNANT PARCEL TASK FORCE.
WHEREAS, the State owns numerous small pieces of property that are commonly referred to as remnant parcels; and
WHEREAS, it may be to the State's advantage to sell some of these remnant parcels; and
WHEREAS, creating a comprehensive inventory of public lands that are remnant parcels and establishing a process for evaluating their potential would assist in the disposition of eligible remnant parcels; and
WHEREAS, establishing a working group attached to the Department of Land and Natural Resources would facilitate the creation of a remnant parcel inventory and a parcel evaluation and disposition process; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the Senate concurring, that the Department of Land and Natural Resources is requested to establish the Remnant Parcel Task Force; and
BE IT FURTHER RESOLVED that the Remnant Parcel Task Force is requested to include at least the Chairperson of the Board of Land and Natural Resources or the Chairperson's designee, one representative of the Office of Hawaiian Affairs, one member of the Senate Committee on Water and Land, and one member of the House of Representatives Committee on Water and Land; and
BE IT FURTHER RESOLVED that the members of the Remnant Parcel Task Force may invite any other persons who they deem appropriate to be part of the task force; and
BE IT FURTHER RESOLVED that the Remnant Parcel Task Force is requested to create an inventory of remnant parcels owned by the State that are suitable for sale, and to determine a process for the evaluation and disposition of suitable remnant parcels; and
BE IT FURTHER RESOLVED that the Remnant Parcel Task Force is requested to provide a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the 2018 Regular Session; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and the Chief Executive Officer of the Office of Hawaiian Affairs.
