HOUSE CONCURRENT
RESOLUTION
uRGING THE DEPARTMENT OF TRANSPORTATION TO place barriers along the parking lot at laniakea beach and ENCOURAGE pedestrians to cross kamehameha highway using the BRIDGE UNDERPASS.
WHEREAS, over three million visitors per year visit the North Shore of Oahu; and
WHEREAS, Laniakea Beach is a popular destination for both tourists and Hawai‘i residents; and
WHEREAS, the section of Kamehameha Highway that runs next to Laniakea Beach is a traffic bottleneck due to the amount of visitors; and
WHEREAS, the traffic caused by people visiting Laniakea Beach negatively affects commerce, recreation, and the daily lives of the residents of the North Shore; and
WHEREAS, it is dangerous for pedestrians to cross Kamehameha Highway in the vicinity of Laniakea Beach; and
WHEREAS, there is an existing bridge with an underpass at Laniakea Beach that pedestrians can use to safely cross Kamehameha Highway; and
WHEREAS, the parking lot at Laniakea Beach allows cars to enter and exit Kamehameha Highway along the entire length of the parking lot; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the Senate concurring, that the Department of Transportation is urged to:
(1) Place barriers along the length of the parking lot at Laniakea Beach between Kamehameha Highway and the parking lot, leaving one point of ingress and one point of egress;
(2) Clear any vegetation in the vicinity of the bridge underpass; and
(3) Place signs encouraging people to cross Kamehameha Highway using the bridge underpass; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Transportation.
