HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF HEALTH TO CONVENE A TASK FORCE TO EXAMINE ISSUES RELATED TO STATE-LICENSED AND STATE-CERTIFIED CARE HOMES.

 

 

 


     WHEREAS, according to a report by the United States Census Bureau, "An Aging Nation:  The Older Population in the United States," issued May 2014, between 2012 and 2050, the United States will experience considerable growth in its older population aged 65 and over; and

 

     WHEREAS, the report also states that in 2050, the population age 65 and over is projected to be 83.7 million, which is almost double the 2012 estimate of 43.1 million; and

 

     WHEREAS, like the rest of the nation, Hawaii's aging population is rapidly increasing, with more and more individuals relying on a range of long-term care supports and services, such as assistance with activities of daily living and assistance with instrumental activities of daily living; and

 

     WHEREAS, Hawaii's communities rely on a strong network of long-term care services, including nursing homes, adult residential care homes and extended care adult residential care homes, community care foster family homes, assisted living facilities, and adult day care; and

 

     WHEREAS, each session, various caregivers have sought legislation to address concerns within the long-term care community as policymakers and other community leaders work to support a long-term care system that provides for the needs of communities statewide; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the Senate concurring, that the Department of Health is requested to convene a task force to examine issues related to state-licensed and state-certified care homes, including funding, compensation, accountability and efficiency, licensing and recertification, monitoring and inspection, and other regulatory issues as determined by the task force; and

 

BE IT FURTHER RESOLVED that the task force members shall include:

 

     (1)  The Director of Health or the Director's designee;

 

     (2)  The Director of Human Services or the Director's designee;

 

     (3)  The Director of the Executive Office on Aging or the Director's designee;

 

     (4)  A representative from the State Council on Developmental Disabilities; and

 

     (5)  Any other stakeholders as determined by the task force; and

 

BE IT FURTHER RESOLVED that the Director of Health and the Director of Human Services, or their designees, shall serve as co-chairs of the task force; and

 

BE IT FURTHER RESOLVED that the task force is exempt from Chapter 84, Hawaii Revised Statutes; and

 

     BE IT FURTHER RESOLVED that the task force is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than 20 days before the convening of the Regular Session of 2018; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health, Director of Human Services, Director of the Executive Office on

Aging, and the Executive Director of the State Council on Developmental Disabilities.
