HOUSE CONCURRENT

RESOLUTION

 

 

Requesting the Department of Transportation to Take Immediate Steps to Address Traffic Congestion faced by West Oahu Commuters, which has reached emergency levels.

 

 

 

     WHEREAS, traffic congestion on the island of Oahu is consistently ranked among the worst in the nation; and

 

     WHEREAS, in particular, traffic congestion for commuters traveling through West Oahu has reached an emergency level; and

 

     WHEREAS, traffic congestion negatively impacts the quality of life for residents, workers, and tourists traveling through West Oahu; and

 

     WHEREAS, each minute spent stuck in traffic is time that could have been spent with family members, at work, or otherwise contributing to the economy; and

 

     WHEREAS, traffic congestion thereby creates substantial economic drain, inhibiting the economic potential of the West Oahu region; and

 

     WHEREAS, the Department of Transportation may request a waiver to allow for single occupancy vehicles to use high occupancy vehicle lanes if it is in the public's best interest; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the Senate concurring, that the Department of Transportation is requested to allow single occupancy vehicles to utilize both high occupancy vehicle lanes and the contra-flow Zipper Lane after 8:30 a.m. on each day that high occupancy vehicle restrictions apply; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation is requested to construct a west-bound shoulder lane between Kunia and Kualakai Parkway to help alleviate evening rush hour traffic; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation is requested to extend the Zipper Lane to begin at Kualakai Parkway, rather than its current starting point in Kunia; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Transportation.
