A BILL FOR AN ACT
RELATING TO THE JUDICIARY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Section 1-13, Hawaii Revised Statutes, is amended to read as follows:
"§1-13 Official languages.
English and Hawaiian are the official languages of Hawaii. Whenever there is
found to exist any radical and irreconcilable difference between the English
and Hawaiian version of any of the laws of the State, the English version shall
be held binding. Hawaiian shall not be required for public acts and
transactions[.]; provided that any website maintained by the
judiciary shall be posted in both English and Hawaiian, and the judiciary shall
provide access to the Hawaiian version of the state constitution on the
judiciary's website."
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 to assist the judiciary in translating the state constitution and other information on its website to Hawaiian, pursuant to this Act.
The sums appropriated shall be expended by the judiciary for the purposes of this Act.
SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval; provided that the judiciary shall create, post, and maintain a Hawaiian language version of its website by no later than January 1, 2018.
